HGL Team Named Awardee on $800M AFFF Replacement Support MATOC

Reston, Va., August 18, 2023 – HGL secured another important win for reducing per- and polyfluoroalkyl substances (PFAS) in the environment when the U.S. Army Engineering and Support Center, Huntsville, announced HGL as an awardee on a $800M Aqueous Film Forming Foam (AFFF) Replacement Support contract to support U.S. Department of Defense (DoD) installations worldwide.

This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) has a 2-year base period with three 1-year options and an overall shared contract capacity of $800M among nine awardees. This contract is intended to support sites located throughout the United States, including Alaska and Hawaii, the U.S. Territories, and outlying areas.

Under this award, HGL will lead an expert team in support of efforts to remove, transport and safely dispose of AFFF containing PFAS from fire suppression systems at DoD facilities. This work is essential as PFAS have come under increasingly greater environmental concern and scrutiny because of their toxicity to human and animal health, persistence in the environment, and their potential for bioaccumulation. As a result of these concerns, DoD use of AFFF after October 1, 2024, will be prohibited at all military installations.

In addition to removing and disposing of AFFF, the HGL team will use its professional experience to evaluate fire suppression systems for future use; repair, replace, or remove system components, as necessary; and modify required systems to use the more environmentally friendly fluorine-free foam. Further work may include a range of environmental services from assessments and inspections to remedial or removal actions and will tap into HGL’s robust qualifications, including nearly a decade in PFAS investigation and mitigation.

HGL has assembled a skilled project team that includes key team member Amentum of Chantilly, Virginia (www.amentum.com) and The Hiller Companies, LLC of Mobile, Alabama (www.hillerfire.com) who will provide AFFF replacement service support. Additional team members will provide critical support in construction, engineering, and regional logistics including Brice Environmental Services Corporation; ENVECO Environmental Solutions, LLC; Global Fire Protection Group, LLC; Right Way Environmental Contractors, Inc.; Yerkes South, Inc.; and AVANTech, LLC for AFFF treatment and disposal. The HGL team will be led by Program Manager Robert Bird, PE and includes over 5,500 personnel experienced in AFFF replacement project execution. Team members will employ state of the art technology in the treatment and disposal of AFFF containing PFAS.

This award builds on HGL’s previous AFFF replacement support experience for Air Force and Air National Guard installations within the northeast U.S. and provides us yet another opportunity to protect our future.
